Refrigerant Is the Part With Rules

A refrigerator, freezer, window unit or dehumidifier holds refrigerant. Under the federal Clean Air Act rules, the last stop in the disposal chain has to make sure that refrigerant is recovered before the appliance is scrapped or landfilled, and it has to get a signed statement from the supplier with the name and address of whoever recovered it and the date. A sticker on the door does not count.

For a homeowner that mostly means one question on the call: will the contractor deliver the unit to a recycler that handles recovery, or have it recovered first? Either answer is workable. No answer is the one to worry about.

From the Curb Rules to the Truck

Spring does not have one trash service. Each MUD or utility district hires its own, and bulk rules differ street to street. Two examples, as posted: Harris County MUD 383 allows two bulk items a day, lists furniture, appliances and mattresses as bulk, and says refrigerated appliances must be drained with proof of service. Northampton MUD's March 28, 2017 notice listed Freon appliances among items its hauler would not take.

If your district's rules cover the appliance, curbside may be the cheaper answer. If they do not, or you have three of them, that is the call to make.

What to Mention on the Call

  • Which appliances, and whether any still run
  • Where each one sits: garage, kitchen, utility room, upstairs laundry
  • Whether the water line to a refrigerator or washer is shut off and disconnected
  • Gas dryers and ranges: whether the gas line has been capped, which is a job for a plumber, not a hauler
  • Stairs, narrow doorways or a tight turn at the utility room

Appliance Questions

Why do some haulers ask whether the refrigerator still has refrigerant?

Federal rules put the duty on whoever is last in the disposal chain, usually a scrap recycler or landfill, to make sure refrigerant was recovered first. That recycler wants a signed statement from whoever delivers the unit, so the hauler needs to know how it will be handled.

Will the MUD trash service take my old refrigerator?

Some Spring-area districts collect appliances as bulk items with limits. Harris County MUD 383, which serves part of Gleannloch Farms, lists appliances among its two-item-per-day bulk items and says refrigerated appliances must be drained with proof of service. Check your own district's page before setting one at the curb.

Does the unit need to be empty?

Yes. Food left in a garage freezer in summer turns into a hauling problem quickly. Empty it and leave the door ajar a day or two before pickup.
